Realistic Weigh Station Frequency

This small realism tweak for American Truck Simulator changes how often you get pulled into weigh stations. Compliant carriers with a clean record will now bypass more often, just like the real-world PrePass and Drivewyze systems. You will still get pulled in occasionally, but nowhere near as often as the default game behavior.
