Momentary events

1. ClearFuel - Empties the tank of a random vehicle
2. SetBroken - Damages a random vehicle with a random value
3. SetDirt - Dirt a random vehicle with a random value (as seen in the video)
4. AdjustMoney - Changes the account balance to positive or negative with a random value (min/max value, this can be adjusted in the main.lua)
