No AI Traffic Collision

Adds an in-game toggle to disable object collisions with moving AI traffic vehicles. Drive through traffic without obstruction while AI vehicles still detect and respond to you. Helpers using the helper system or AutoDrive will no longer get stuck in AI traffic. Note: AI traffic vehicles do not detect each other, so in rare cases, they may attempt to drive through one another.
