Real-Time Vehicle Wetness

This mod changes the calculation of vehicle wetness. Instead of taking in-game time into account, wetness is now calculated based on real time. This means that the wetness will increase or decrease even when the game is paused or the in-game time is set to 0. The vehicle wetting and drying system is reset to operate in real time for a more consistent experience.
