By the time the 2nd gen tech began, the casualties between the IOE and GSE became so great that the IOE decided to make dedicated medical ships designed for interplanetary travel of both ground and space forces. The medical ships can only help so much until a dedicated hospital is needed, thus the medical ships can go to a hospital ship for any medical emergency.
